Egypt erupts with protests demanding Morsi ouster
CAIRO (AP) ? Hundreds of thousands thronged the streets of Cairo and cities around the country Sunday and marched on the presidential palace, filling a broad avenue for blocks, in an attempt to force out the Islamist president with the most massive protests Egypt has seen in 2? years of turmoil.
In a sign of the explosive volatility of the country's divisions, a hard core of young opponents broke away from the rallies and attacked the main headquarters of President Mohammed Morsi's Muslim Brotherhood, pelting it with stones and firebombs until a raging fire erupted in the walled villa. During clashes, Brotherhood supporters opened fire with birdshot on the attackers, who swelled to a crowd of hundreds.
Fears were widespread that the two sides could be heading to a violent collision in coming days. Morsi made clear through a spokesman that he would not step down and his Islamist supporters vowed not to allow protesters to remove one of their own, brought to office in a legitimate vote. Thousands of Islamists massed not far from the presidential palace in support of Morsi, some of them prepared for a fight with makeshift armor and sticks.
At least four people were killed Sunday in shootings at anti-Morsi protesters in southern Egypt.
The protesters aimed to show by sheer numbers that the country has irrevocably turned against Morsi, a year to the day after he was inaugurated as Egypt's first freely elected president. But throughout the day and even up to midnight at the main rallying sites, fears of rampant violence did not materialize.
Instead the mood was largely festive as protesters at giant anti-Morsi rallies in Cairo's central Tahrir Square and outside the Ittihadiya palace spilled into side streets and across boulevards, waving flags, blowing whistles and chanting.
Fireworks went off overhead. Men and women, some with small children on their shoulders, beat drums, danced and sang, "By hook or by crook, we will bring Morsi down." Residents in nearby homes showered water on marchers below ? some carrying tents in preparation to camp outside the palace ? to cool them in the summer heat, and blew whistles and waved flags in support.
"Mubarak took only 18 days although he had behind him the security, intelligence and a large sector of Egyptians," said Amr Tawfeeq, an oil company employee marching toward Ittihadiya with a Christian friend. Morsi "won't take long. We want him out and we are ready to pay the price."
The massive outpouring against Morsi, culminating a year of growing polarization, raises the question of what is next. Protesters have vowed to stay on the streets until he steps down, and organizers called for widespread labor strikes starting Monday. The president, in turn, appears to be hoping protests wane.
For weeks, Morsi's supporters have depicted the planned protest as a plot by Mubarak loyalists. But their claims were undermined by the extent of Sunday's rallies. In Cairo and a string of cities in the Nile Delta and on the Mediterranean coast, the protests topped even the biggest protests of the 2011's 18-day uprising, including the day Mubarak quit, Feb. 11, when giant crowds marched on Ittihadiya.
It is unclear now whether the opposition, which for months has demanded Morsi form a national unity government, would now accept any concessions short of his removal. The anticipated deadlock raises the question of whether the army, already deployed on the outskirts of cities, will intervene. Protesters believe the military would throw its significant weight behind them, tipping the balance against Morsi. The country's police, meanwhile, were hardly to be seen Sunday.
"If the Brothers think that we will give up and leave, they are mistaken," said lawyer Hossam Muhareb as he sat with a friend on a sidewalk near the presidential palace. "They will give up and leave after seeing our numbers."
Violence could send the situation spinning into explosive directions.
In a potentially volatile confrontation after nightfall, several dozen youths attacked the Muslim Brotherhood's headquarters on a plateau overlooking the capital. They threw rocks and firebombs at the walled villa, and people inside fired at the attackers with birdshot, according to an Associated Press Television News cameraman at the scene.
Southern Egypt saw deadly attacks on anti-Morsi protests, and four people were killed. A protester was shot to death in Beni Suef outside the offices of the Brotherhood's Freedom and Justice Party. In the city of Assiut, gunmen on a motorcycle opened fire on a protest, killing one person and wounding four others.
The enraged protesters then marched on the nearby Freedom and Justice offices, where gunmen inside opened fire, killing two more, security officials said, speaking on condition of anonymity because they weren't authorized to talk to the press. Clashes erupted, with protesters and security forces fighting side by side against Morsi's supporters.
At least 400 people were injured nationwide, the Health Ministry said.
Morsi, who has three years left in his term, said street protests cannot be used to overturn the results of a free election.
"There is no room for any talk against this constitutional legitimacy," he told Britain's The Guardian newspaper in an interview published Sunday, rejecting early elections.
If an elected president is forced out, "there will (be) people or opponents opposing the new president too, and a week or a month later, they will ask him to step down," he said.
Morsi was not at Ittihadiya as Sunday's rally took place ? he had moved to another nearby palace.
As the crowds massed, Morsi's spokesman Ihab Fahmi repeated the president's longstanding offer of dialogue with the opposition to resolve the nation's political crisis, calling it "the only framework through which we can reach understandings."
The opposition has repeatedly turned down his offers for dialogue, arguing that they were for show.
Near Ittihadiya palace, thousands of Islamists gathered in a show of support for Morsi outside the Rabia al-Adawiya mosque. Some Morsi backers wore homemade body armor and construction helmets and carried shields and clubs ? precautions, they said, against possible violence.
The demonstrations are the culmination of polarization and instability that have been building since Morsi's June 30, 2012, inauguration. The past year has seen multiple political crises, bouts of bloody clashes and a steadily worsening economy, with power outages, fuel shortages, rising prices and persistent lawlessness and crime.
In one camp are the president and his Islamist allies, including the Muslim Brotherhood and more hard-line groups. Morsi supporters accuse Mubarak loyalists of being behind the protests, aiming to overturn last year's election results, just as they argue that remnants of the old regime have sabotaged Morsi's attempts to deal with the nation's woes and bring reforms.
Hard-liners among them have also given the confrontation a sharply religious tone, denouncing Morsi's opponents as "enemies of God" and infidels.
On the other side is an array of secular and liberal Egyptians, moderate Muslims, Christians ? and what the opposition says is a broad sector of the general public that has turned against the Islamists. They say the Islamists have negated their election mandate by trying to monopolize power, infusing government with their supporters, forcing through a constitution they largely wrote and giving religious extremists a free hand, all while failing to manage the country.
"The country is only going backward. He's embarrassing us and making people hate Islam," said Donia Rashad, a 24-year-old unemployed woman who wears the conservative Islamic headscarf. "We need someone who can feel the people and is agreeable to the majority."
As they marched toward the presidential palace, some chanted, "You lied to us in the name of religion," and others raised a banner proclaiming, "Morsi=Mubarak. Early presidential elections." The crowds, including women, children and elderly people, hoisted long banners in the colors of the Egyptian flag and raised red cards ? a sign of expulsion in soccer.
In Tahrir, chants of "erhal!", or "leave!" thundered around the square. The crowd, which appeared to number some 300,000, waved Egyptian flags and posters of Morsi with a red X over his face. They whistled and waved when military helicopters swooped close overhead, reflecting their belief that the army favors them over Morsi.
A week ago, with the public sense of worry growing over the upcoming confrontation, Defense Minister Gen. Abdel-Fattah el-Sissi demanded the president and his opponents reach a compromise. He warned that the military would intervene to prevent the nation from entering a "dark tunnel."
Army troops backed by armored vehicles were deployed Sunday in some of Cairo's suburbs, with soldiers at traffic lights and major intersections. In the evening, they deployed near the international airport, state TV said.
Similarly sized crowds turned out in the Mediterranean city of Alexandria and the Nile Delta cities of Mansoura, Tanta and Damanhour, with sizeable rallies in cities nationwide.
"Today is the Brotherhood's last day in power," Suliman Mohammed, a manager of a seafood company, said in Tahrir.
The opposition protests emerge from a petition campaign by a youth activist group known as Tamarod, Arabic for "Rebel." For several months, the group has been collecting signatures on a call for Morsi to step down.
On Saturday, the group announced it had more than 22 million signatures ? proof, it claims, that a broad sector of the public no longer wants Morsi in office.
It was not possible to verify the claim. If true, it would be nearly twice the some 13 million people who voted for Morsi in last year's presidential run-off election, which he won with around 52 percent of the vote. Tamarod organizers said they discarded about 100,000 signed forms because they were duplicates.
Morsi's supporters have questioned the authenticity and validity of the signatures, but have produced no evidence of fraud.
At the pro-Morsi rally at the Rabia al-Adawiya mosque, the crowd chanted, "God is great," and some held up copies of Islam's holy book, the Quran.
"The people hold the legitimacy and we support Dr. Mohamed Morsi," said Ahmed Ramadan, one of the rally participants. "We would like to tell him not to be affected by the opponents' protests and not to give up his rights. We are here to support and protect him."
One of the world's most prominent Muslim clerics, Sheik Yousef El-Qaradawi, who is close to the Brotherhood, appealed to Egyptians to give Morsi a chance, saying if Morsi goes, "someone who's worse than Morsi" would replace him.
"It's not easy to change a president with another one, but it's better to correct him," el-Qaradawi, an Egyptian who has lived in Qatar for many years, said on Al-Jazeera Mubasher Misr TV.
Ibrahim Ahmed, a 59-year-old retired civil servant who was at Tahrir with his 5-year-old grandson, Yassin, snorted at the idea.
"He wants us to be patient with Morsi? No, thank you. Look at what happened in one year. The Egyptian pound is going down and the country is being Brotherhood-ized," he said.

Phoenix, Las Vegas bake in scorching heat
PHOENIX (AP) ? A blazing heat wave expected to send the mercury soaring to nearly 120 degrees in Phoenix and Las Vegas over the weekend settled across the West on Friday, threatening to ground airliners and raising fears that pets will get burned on the scalding pavement.
The heat was so punishing that rangers took up positions at trailheads at Lake Mead in Nevada to persuade people not to hike. Zookeepers in Phoenix hosed down the elephants and fed tigers frozen fish snacks. And tourists at California's Death Valley took photos of the harsh landscape and a thermometer that read 121.
The mercury there was expected to reach nearly 130 through the weekend ? just short of the 134-degree reading from a century ago that stands as the highest temperature ever recorded on Earth.
"You have to take a picture of something like this. Otherwise no one will believe you," said Laura McAlpine, visiting Death Valley from Scotland on Friday.
The heat is not expected to break until Monday or Tuesday.
The scorching weather presented problems for airlines because high temperatures can make it more difficult for planes to take off. Hot air reduces lift and also can diminish engine performance. Planes taking off in the heat may need longer runways or may have to shed weight by carrying less fuel or cargo.
Smaller jets and propeller planes are more likely to be affected than bigger airliners that are better equipped for extreme temperatures.
However, Phoenix Sky Harbor International Airport officials reported no such heat-related problems with any flights by Friday evening.
The National Weather Service said Phoenix reached 116 on Friday, two degrees short of the expected high, in part because of a light layer of smoke from wildfires in neighboring New Mexico that shielded the blazing sun. Las Vegas still was expecting near record highs over the weekend approaching 116 degrees while Phoenix was forecast to hit nearly 120. The record in Phoenix is 122.
Temperatures are also expected to soar across Utah and into Wyoming and Idaho, with triple-digit heat forecast for the Boise area. Cities in Washington state that are better known for cool, rainy weather should break the 90s next week.
"This is the hottest time of the year, but the temperatures that we'll be looking at for Friday through Sunday, they'll be toward the top," said National Weather Service meteorologist Mark O'Malley. "It's going to be baking hot across much of the entire West."
The heat is the result of a high-pressure system brought on by a shift in the jet stream, the high-altitude air current that dictates weather patterns. The jet stream has been more erratic in the past few years.
Health officials warned people to be extremely careful when venturing outdoors. The risks include not only dehydration and heat stroke but burns from the concrete and asphalt. Dogs can suffer burns and blisters on their paws by walking on scorching pavement.
"You will see people who go out walking with their dog at noon or in the middle of the day and don't bring enough water and it gets tragic pretty quickly," said Bretta Nelson, spokeswoman for the Arizona Humane Society. "You just don't want to find out the hard way."
Cooling stations were set up to shelter the homeless as well as elderly people who can't afford to run their air conditioners. In Phoenix, Joe Arpaio, the famously hard-nosed sheriff who runs a tent jail, planned to distribute ice cream and cold towels to inmates this weekend.
Officials said personnel were added to the Border Patrol search-and-rescue unit because of the danger to people trying to slip across the Mexican border. At least seven people have been found dead in the last week in Arizona after falling victim to the brutal desert heat.
In June 1990, when Phoenix hit 122 degrees, airlines were forced to cease flights for several hours because of a lack of data from the manufacturers on how the aircraft would operate in such extreme heat.
US Airways spokesman Todd Lehmacher said the airline now knows that its Boeings can fly at up to 126 degrees, and its Airbus fleet can operate at up to 127.
While the heat in Las Vegas is expected to peak on Sunday, it's unlikely to sideline the first round of the four-week Bikini Invitational tournament.
"I feel sorry for those poor girls having to strut themselves in 115 degrees, but there's $100,000 up for grabs," said Hard Rock casino spokeswoman Abigail Miller. "I think the girls are willing to make the sacrifice."

After being ousted as CEO of Dow Jones & Company and publisher of The Wall Street Journal,?Les Hinton must have had trouble filling his days. Associated for over a century with Rupert Murdoch?s publishing empire??I vividly recall an enthusiastic young man in the offices of my first newspaper in Adelaide, where Les joined the company as a 15-year-old and had the rather unenviable task of buying me sandwiches for lunch,? Mr. Murdoch wrote upon Mr. Hinton?s News of the World-linked?departure.
For years he was one of Rupert Murdoch?s closest confidantes. His ?London hit man,? he survived the first few years of the?News of the World phone hacking scandal, before finally being thrown overboard in 2011 as the scandal reached a fever pitch and eventually took down the paper itself. (Though Mr. Hinton can consider himself lucky that, unlike News of the World editors?Andy Coulson and Rebekah Brooks, he was never arrested in connection with the contretemps.)
Mr. Hinton is still, as far as we can tell, unemployed (though certainly not untweeted), but at least he?ll be able to kill some time redecorating his new apartment: he picked up a third-floor unit at?870 Fifth Avenue, according to city records.
Fitting for someone who seems to be out of work, the co-op, listed by?DG Neary Realty?s?Abraham Hochzeit, is one of the plainer abodes on that storied avenue. With ?oblique Central Park Views,? a dining room that recalls the size and shape of a submarine and a listing that invites would-be buyers to ?experience the benefits of a low floor? (higher chance of surviving defenestration? great for when the elevator breaks down), the two-bedroom previously owned by Miriam Holmes?fetched only a hair under?$2 million, down from a $2.4 million asking price when it first went on the market last year.
Mr. Hinton?s lists his current address as the Upper East Side townhouse that he shares with longtime partner and new wife Kath Raymond Hinton (Piers Morgan, Rebekah Brooks and Andy Coulson?the latter two also taken down by the News of the World scandal?were reportedly in attendance), who was not listed on the deed.
Ms. Raymond Hinton was formerly an aide to British Prime Minister Gordon Brown, and was only persuaded to give up her 10 Downing Street gig and hop across the pond after some ?internal domestic discussion? with her husband. We hope she likes post-war beige brick.

Ever since we moved into our new home, the husband and I have been working diligently on making all parts of our home us. Our home has really good bones: great flooring, neutral wall colors, crown molding and wainscoting in various rooms throughout our home. All stuff that is fabulous, but it could be in any person?s home. It just needed touches here and there to make sure it looks like our family is the one living there now. So far, Luke and Reagan?s rooms have been tackled, we?ve created a gallery wall with some personalized art, made over some old not-so-cute art, and put together a place perfect for displaying all of our kids? masterpieces. Now that almost every other room in our home has had some new love infused into it, it?s time to focus on my favorite space in our home: my craft room. I?m sharing the first project I put together for the craft space: a Family Photo Flip Book!
I?ve added a piece of art that is really me but it showcases the the thing I love most: my family. Want to take a peek at each of the pages?
Let me start by saying this: I?m not going to tell you step-by-step how to re-create this sweet piece of home decor, BUT I am showing you each page and trying to list as many of the supplies that I used so you have a great jumping off point for when you create your own. Sound good?
The base of the entire flip book is this amazing mini clipboard album. Swoon. I simply built everything off of the pages that were already included with it. Because the clipboard opens, you could easily add more pages if that?s your style.

Brother TD-4000
The Brother TD-4000 is a distant cousin to the Editors' Choice Brother QL-700. Both are label printers, and both come with the same label-printing program. But where the QL-700 is strong on versatility, with a wide range of label types and even the ability to print stamps, the TD-4000's strengths are its speed and its ability to print labels up to four inches wide. That makes it a heavier duty printer than most people need, but if you print a lot of labels, or print labels as large as 4 by 36 inches, it may be just right.
With its ability to handle four-inch-wide rolls, the TD-4000 is necessarily wider than typical office label printers like the QL-700, with its maximum 2.4-inch label width. However, it's not much bigger otherwise, at 6.2 by 6.8 by 9.0 inches (HWD). In fact, it has a smaller footprint than the Editors' Choice Dymo LabelWriter 450 Twin Turbo, which is basically two printers in one case. It's certainly small enough to fit on a desk without taking up a lot of space.
Limited Choice of Label Types, but Easy to Switch
Among the key features the TD-4000 shares with the QL-700 are an automatic cutter and the ability to switch label rolls easily. Most label printers offer a variety of label types and sizes, but swapping out the rolls is just hard enough to discourage switching labels very often.
The Dymo LabelWriter 450 Twin Turbo offers one solution to that problem, at least for people who use only two label types. By combining two printers in one case, it lets you load two rolls of labels and switch between them as needed. Brother label printers, including the TD-4000, offer a second-best solution, by making it easy enough to switch rolls so it's not much of an issue unless you need to switch several times a day. I timed the switch, without rushing, at about 30 seconds.
Unfortunately, there aren't all that many types of rolls to switch to with the TD-4000. According to Brother, the printer can work with thermal paper rolls from other manufacturers, but Brother itself offers only one color?white?in a choice of five sizes, 2 by 1 inches, 3 by 1 inches, 4 by 1.97 inches, 4 by 6 inches, and a 4-inch-wide continuous format.
Street prices for the rolls range from $144 to $225 for boxes of 12 rolls, with 3,372 to 18,528 labels per box, depending on label size. That works out to about 1 cent per label for the 2 by 1 and 3 by 1 labels, 2.2 cents for the 4 by 1 labels, and 4.3 cents for the 4 by 6 labels. The continuous roll comes out to 12.9 cents per foot.
Setup and Software
Setting up the TD-4000 is standard for a label printer. For my tests, using a Windows Vista system, I connected by USB cable, although the printer also offers an RS-232 serial port for those who need one. The installation routine puts on your hard drive both Brother's P-touch Editor version 5 label printing software and a printer driver that lets you print directly from standard application programs like Microsoft Word or Excel.
The software also offers some useful tricks, including the option to install P-touch shortcuts in the Word, Excel, and Outlook toolbars or Ribbons (depending on the Microsoft Office version). The shortcuts let you send text to P-touch Editor to print as labels, which is particularly useful for printing labels from a list, including, for example, turning some or all of your Outlook contacts into mailing-list labels.
One minor issue is that although the printer can recover from errors gracefully, the manual doesn't explain how. The trick is to tap on the power button without holding it for long enough to turn the printer off, then choose the Trashcan button in the popup that shows on your computer screen to delete the print job from the print queue.
Also note, more as a disappointment than a problem, that if you use the cloud-based options for FedEx or UPS, there's no easy way to print labels for either. However, Brother says that UPS's downloadable program for Windows, UPS WorldShip, will let you print UPS labels on the printer without problems.
Speed
Largely making up for the minor issues I ran into is that the TD-4000 is impressively fast. Brother rates the printer at 4.3 inches per second (ips). The actual time will be a little slower, because of the time between giving a print command and the printer starting to print. However the more labels you print at a time, the closer the total time will be to the claimed speed.
I timed a single one-inch address label with three lines plus a Postnet bar code at 3.2 seconds, 50 labels at 18.5 seconds, and 100 labels at 34.0 seconds. After adding the extra eighth of an inch between labels, that works out to 3.04 ips for 50 labels and 3.3 ips for 100 labels. As a point of comparison, the QL-700, which is fast for its price class, managed 83.3 address labels per minute (lpm) on our tests. On the 100-label test, the TD-4000 was more than twice as fast, with the 100 labels in 34 seconds translating to a rate of 176.5 lpm.
Given its price and speed, the Brother TD-4000 would be overkill for most offices. If you just want a label printer on your desk for printing a few labels a day, a printer like the Brother QL-700 or Dymo LabelWriter 450 Twin Turbo will be a far better fit. But if you need to print lots of labels at once on a regular basis for mailing lists or the like, need to print labels at up to four inches wide, or both, the Brother TD-4000 offers the kind of speed and capability that can handle the job. For that level of heavy-duty label printing, it may well be your first choice.

Tenet Healthcare buying Vanguard Health for $1.8B
DALLAS (AP) ? Tenet Healthcare Corp. is buying Vanguard Health Systems Inc. for about $1.8 billion, helping to expand its service offerings and broaden its geographic reach.
Tenet will pay $21 per share, a 70 percent premium to Vanguard Health's Friday closing price of $12.37.
Shares of Vanguard Health soared $8.14, or 65.8 percent, to $20.51 in premarket trading Monday.
The companies said Monday that the transaction also includes $2.5 billion in debt and value the entire deal at $4.3 billion.
Following the acquisition, Tenet will own 79 hospitals and 157 outpatient facilities. It currently has 49 hospitals and 126 outpatient facilities.
Both boards unanimously approved the deal, which is expected to close before year's end
Tenet expects annual savings of $100 million to $200 million and for the acquisition to add to earnings in the first year.
Nashville, Tenn.-based Vanguard Health said that its founder, Chairman and CEO Charlie Martin, will join Tenet's board. Vanguard's vice chairman, Keith Pitts, will continue in that position at Tenet.
Dallas-based Tenet has secured fully committed financing for the transaction from Bank of America Merrill Lynch.

The Ouya will make or break the indie gaming console industry ...
After a year of anticipation (and a few delays), the $99 Ouya is finally available at retail outlets. Even better, the Kickstarter-backed indie console has already sold out online on both Amazon and GameStop, a sign that there?s demand for a cheap and flexible Android-backed gaming system.
The Ouya is a trailblazer, paving the way for the Nvidia Shield, the GameStick and even the portable VR system Oculus Rift. But there have been?plenty of rough patches along the way. And if they?re not remedied, then the Android console trend could be tarnished with an untrustworthy reputation.
The first and perhaps most detrimental sin Ouya has committed since moving into production is that it?s done a great job of alienating its core fanbase ? the ?early backers.? Up until today, Ouya has maintained that all?consoles awarded for backing the project initially on Kickstarter were shipped out in May, but plenty of early backers continued to complain about not receiving their consoles. The day before release date of the console, as the Ouya rolled out?physically in stores, CEO Julie Uhrman sent a letter to backers about the issue:
Over the past few months, we encountered and conquered many challenges spanning both hardware and software in order to bring the best product we could to market. We have tried to make sure that the challenges we faced did not impact our early supporters, but unfortunately we came up short.
As a result of this misstep, some early (and mostly international) backers will have to wait another 15 to 17 days before receiving their consoles. The whole tangle has left a bitter taste in the mouths of what was expected to be the Ouya?s core fanbase, following the company?s decision to put retailers ahead of the people.
The second problem with the Ouya is the perceived lack of polish and features from both the hardware and software perspective. When the original review consoles went to journalists in March, first impressions were tepid at best: the hardware felt chintzy, the software was lacking, and the UI was confusing. Ouya took the criticism, raised another round of funding, delayed the first shipment, and spent time retooling the console.
While the new Ouya console has made strides in the wake of its lackluster development model ? including a redesigned controller and updated firmware to address the UI hiccups ? it?s far from perfect. Although games are free to play, the console?requires credit card information to even access any kind of software. Worse, there really isn?t much software at all, at a paltry 175 games, and what?s available is?not great: A quick scan of the top-rated games from Ouya show a handful of emulators, but original titles lack any flash (or?reputation) to bring gamers to the device.
All in all, things aren?t expected to be perfect with an independent console system ? especially the first one for a company. However, the glaring problems with the Ouya could place a black mark on all Android consoles as a whole, and that?s a shame.
Gamers are a fickle and stubborn bunch, and even major players like Microsoft are oftentimes forced to walk back unfavorable situations to something more palatable for the community. At this point, loyal gamers feel like they?ve been duped, cheated, and lied to, so Ouya needs to work double-time over the next six months to bring the console up to par.
A string of great games that don?t require emulators or tricky hacking to run would be a great first step, as would an extra gift to early backers for the delay in execution. With the PlayStation 4 and Xbox One coming down the pike, this is Ouya?s only shot to win back the favor it has unceremoniously lost.

Immigration bill faces major Senate hurdle
A major addition to the immigration bill that beefs up border security and effectively serves in part as a ?redo? of the legislation will face a crucial procedural vote in the Senate on Monday afternoon.
Written after a series of negotiations between Republican Sen. Bob Corker of Tennessee and Democratic Sen. John Hoeven of North Dakota, the amendment is intended to ease concerns of skeptical lawmakers who are calling for tougher border enforcement as part of the bill.
The bill retains the language of the original one proposed by a bipartisan group of eight senators earlier this year, but adds 119 new pages, Corker says. While most of the language would remain the same, the Corker-Hoeven version strengthens security measures by nearly doubling the amount of security agents along the nation's borders. The bill would also mandate the construction of a fence stretching "no less than" 700 miles along the U.S. border with Mexico and provide funding for aerial surveillance of the area. The federal government will be required to meet a series of security benchmarks before immigrants living in the country illegally would be allowed to obtain permanent legal status.
?The American people want a strong, comprehensive immigration reform plan, but we need to get it right,? Hoeven said in a statement last week. ?That means first and foremost securing the southern border before we address other meaningful reforms to our immigration policy. They want to know that ten years from now, we won?t find ourselves in this same position, having to address the same problem.?
The Senate will vote on whether to end debate on the amendment, which will allow it to move on to final passage within the next few weeks.
Lawmakers rejected a similar (and less costly) amendment to the bill proposed by Texas Republican Sen. John Cornyn last week by tabling the measure, so supporters of the new amendment hope it will serve as a new vessel to entice more Republicans to sign on to the bill.
The co-authors of the original immigration bill, including Democratic Sen. Chuck Schumer of New York and Republican Sen. Lindsey Graham of South Carolina, have spoken optimistically about securing as many as 70 votes for the final bill in the Senate, the number they think the bill needs to show the effort has wide bipartisan support. The bill is likely to get the support from 60 members needed to overcome a filibuster, but getting 70 would put pressure on the House?a chamber with a higher concentration of conservative lawmakers?to act.
?We?re very, very close to getting 70 votes," Graham said during a weekend interview on ?Fox News Sunday.?
The Senate is expected to hold the procedural vote on the Corker-Hoeven amendment at about 5:30 p.m. Monday.

Rutger Hauer plays fairy royalty Niall on "True Blood" this season.
The fairy tale is over for the fairies on "True Blood." More about Rutger Hauer's mysterious new character has been revealed -- he's Sookie and Jason's grandfather and fairy king Niall -- but he's not exactly delivering good news.
There might be another reason Bad Things happen whenever Niall's around. Ever since his casting, rumors have swirled that he is in fact M. Warlow, the powerful vampire who murdered Sookie's parents and is now tracking her and her fae friends. The reports seemed to be confirmed by IMDb, which credits him with the dual roles: Niall Brigant and Macklyn Warlow.
When TODAY.com questioned the legendary "Blade Runner" star about his double identity, he refused to confirm -- or deny -- the rumors.
"That's how it started, and at that point they said it was a misunderstanding. It was a misunderstanding that was created -- but OK, who am I to say? Because I didn't know what I was doing. I signed on blind."
One thing is indisputable: Niall is the King of the Fairies, declaring that his mission is to hunt down Warlow -- to whom Sookie, as the first fae-bearing Stackhouse, was promised in an ancient contract -- and save her and her kind.
"Niall is showing up because the last of the fairies are in the wrong corner," Hauer explained. "And Sookie needs to know something that I can tell her. I can show her something that she doesn't know, and it will help her in the end. It will save her if she loses her life. But then there's all kinds of spins happening after that, that kind of make that go away a little bit."
Although Warlow makes several terrifying appearances in the first three episodes, the Dutch actor warned that his story line will become even more intense.
"(Expect) big things in episode four," he promised.
Rob Kazinsy agreed that the fourth episode is pivotal. As Sookie's new man, fairy Ben, he shares screen time with the iconic actor -- and savored every moment.
"Rutger was probably one of the best things that ever happened to me," raved Kazinsky. "I'm a huge fan. The tears in rain scene (which Hauer famously improvised) in 'Blade Runner' is my favorite scene in pretty much any movie ever. He's an incredible actor. ... We had so much fun."
The feeling is mutual. "We were really rocking," Hauer said about their "True Blood" scenes.
So how evil is Hauer's on-screen persona? "I have no idea," he teased. "I play a character -- I think he's pretty nice, you know. He's grumpy, but he's nice. I think he's got a dangerous side that makes him who he is."
"They wrote it that way a little bit and they cast me," Hauer added, acknowledging his reputation for portraying some of the big screen's scariest villains. "It's pretty clear that I'm going to go there a little bit."

Friends of Syria state agree to provide urgent rebel aid
DOHA (Reuters) - Western and Arab countries opposed to President Bashar al-Assad agreed at talks in Qatar on Saturday to give urgent support to Syrian rebels fighting for his overthrow, and to channel that aid through a Western-backed rebel military command.
Ministers from the 11 main countries which form the Friends of Syria group agreed "to provide urgently all the necessary materiel and equipment to the opposition on the ground".
They also condemned "the intervention of Hezbollah militias and fighters from Iran and Iraq", demanding that they withdraw immediately.

Today (June 20, 2013), a number of conservation groups, including my own,?announced a landmark agreement?that may prevent one such train wreck ? this one in the already scarred Gulf of Mexico.
The underlying problem is airguns.?To search for deep deposits of oil, companies troll the ocean with high-volume airguns that, for weeks or months on end, regularly pound the water?with sound louder than virtually any other man-made source, save explosives. We now know that these surveys can have?a vast environmental footprint, disrupting feeding, breeding and communication for whales and other species over literally thousands of square miles.
It's the sort of activity that ordinarily requires approval under the Marine Mammal Protection Act, Endangered Species Act, and other federal laws. And yet the government has allowed it to proceed without authorization in the Gulf of Mexico, a body of water that may well be the most heavily prospected on the planet.
Industry runs dozens of exploration surveys each year in the northern Gulf, and many of them make use of large airgun arrays. For more than a decade now, the problem has languished, even as the threat posed by airgun exploration has loomed larger and larger.
Our alliance of conservation groups sued over the government's failure. In the end, we reached agreement with both federal officials and industry representatives that will help protect marine mammals while a comprehensive environmental review is underway.?
Among other things, our settlement puts biologically important areas off-limits to high-energy exploration, expands protections to additional at-risk species and requires the use of listening devices to help prevent injury to endangered sperm whales. Our agreement is also forward-looking, requiring industry to develop and field-test an alternative to airguns known as marine vibroseis, which could substantially reduce many of the impacts. Over the long term, the hope is that working together stands a better chance of saving species in the Gulf's biologically compromised, politically heated environment.
Marine conservation in the Gulf isn't like conservation in other places. Among other difficulties, the disruptive activities NRDC is concerned about are affecting the same populations still suffering from the?Deepwater Horizon?disaster.?
